The Ministry of Foreign Affairs has summoned 4 Ambassadors in Denmark to explain the contents of a leaked audio clip suggesting a plot to divide unspent funds that were budgeted for in the financial year 2019/2020.

The 4 crafty representatives include Head of Mission, Nimisha Madhvani, the Deputy Head of Mission, Elly Kamahungye Kafeero, and two other staff members.

Section 17 (2) of the Public Finance Management Act (PFMA), 2005 stipulates that at the end of each financial year, each government institution is required to return all unspent balances to the Consolidated Fund.

However, they were recorded agreeing to cheat the government by claiming the money was spent as an allowance or payment made for each day-per Diem and not on travel allowances.

In the leaked audio, they are heard claiming that an officer at the level of an ambassador is entitled to $390(shs1.4m) allowance a day while junior officers get shs1.3m ($360).

The Permanent Secretary in the Ministry of Foreign Affairs, Amb. Patrick Mugoya says the netted officers have been recalled to the ministry headquarters to pave way for investigations.

“The Ministry in consultation with the Secretary to the Treasury and the Auditor General will carry out a thorough investigation into this matter.he said”

Mugoya says the ministry will not condone corrupt tendencies especially stealthily using public funds, he says they will face punishment according to the Public Finance and Management Act and Regulations.
