BACKGROUND

The Electoral Commission will be implementing a Biometric Voter Verification System (BVVS) during the elections for purposes of voter verification. The Biometric Voter Verification Kits (BVVK) are a critical component of the BVVS and will be deployed at the polling stations across the country.

MAIN ROLE AND SUPERVISION

The Electoral Commission is hiring BVVK Operators over a total of 4 election rounds to support verification of voters during this period. One BVVK Operator shall be deployed per polling station under the direct supervision of the Presiding Officer, and working within policies and procedures of Electoral Commission. They are mainly responsible for operating the BVVKs, verification of voters and verification of ballots.

QUALIFICATION, COMPETENCES, EXPERIENCE AND CONDITIONS

  • At least an advanced 'A' level certificate from a recognised institution.
  • Knowledge and experience of operating a smart device that runs android operating system is added advantage.
  • Must be a registered voter in the district of choice.
  • Must provide a mobile phone number registered in his or her names.

TIMELINE

BVVK Operators will be engaged and deployed in the field as necessary based on the design of the 2025/2026 General Elections.

EXPECTED OUTPUTS AND DELIVERABLES

Each BVVK Operator will be required to verify all the voters who turn up at the assigned polling station and verify the casted ballots as well.

REPORTING

The BVVK Operator shall report to the Presiding Officer

  • Make sure that the designated polling station has received two BVVKs.
  • Ensure that both the BVVKs are fully charged and ready to be used at the polling station.
  • Make sure the BVVKs are securely stored when not in use and that unauthorized personnel do not have access to the kits.
  • Support the opening and closing activities of the polling station.
  • Verify voters.
  • Scan ballots before issuing the voters and before counting.
  • Scan Declaration of Results Form onto the BVVK before sealing into tamper-proof envelopes.
  • Scan the Accountability of Ballot Papers form after polling
  • Comply with data integrity and security policies
  • Operating smart devices that run android operating system
  • Data integrity and security compliance
  • At least an advanced 'A' level certificate from a recognised institution
  • Must be a registered voter in the district of choice
  • Must provide a mobile phone number registered in his or her names

Job application procedure

MODE OF APPLICATION

Typed applications with comprehensively typed CVs showing the applicant's contact address with day time telephone numbers registered in the applicants' names, addresses and day time telephone numbers of three referees, copies of certified academic transcripts and certificates plus a copy of National Identification Card should be addressed and hand-delivered to the respective District Election Administrator not later than 21st November, 2025.

Envelopes should be clearly marked at the top with the words "Application for the post of "Biometric Voter Verification Kit Operator."

Copies of academic certificates and National Identity Card, a comprehensive CV with 2 referees and day time telephone contact, and two pass-port size photos should be attached to the application form.

A short-list of candidates to appear for interviews will be pinned at the respective offices of the District Election Administrators/Returning Officers indicating the dates and venues for conducting interviews.
