Consultancy to Provide Monitoring, Evaluation, and Learning (MEL)
Partner Services for the Empowering Young Women Entrepreneurs in Agriculture Stimulated by Coffee (EYE-C) Program
Background
aBI Development Limited. In partnership with the Mastercard Foundation, is implementing the 5-year EYE-C program to empower young women, men, and persons with disabilities in the coffee value chain. The program is delivered in consortium with Care Africa Uganda (skilling partner) and IWCA Uganda Chapter (gender and inclusion partner).
To strengthen impact, accountability, and learning, aBI seeks an experienced MEL Partner (consultancy firm) to provide technical support across the consortium and implementing partners.
Scope of Work
The MEL Partner will:

Review and update the Theory of Change.

Support harmonized MEL systems and tools across partners.

Deliver capacity building, coaching, and mentorship in MEL.

Ensure standardized data collection, validation, and reporting using cloud-based systems.

Conduct strategic assessments, special studies, data quality assessments, and annual impact surveys.

Facilitate knowledge sharing and review program deliverables/knowledge products.
Geographic Scope:

Eastern, Central, and Western Uganda
Required Qualifications
Firms must demonstrate:

Minimum 10 years’ experience in program planning, MEL, and evaluation (Uganda/East Africa experience preferred).

Legal registration in Uganda, with a valid Data Protection License (NITA-U).

Strong expertise in evaluation design, results frameworks, indicator development, and data analysis.

A multi-disciplinary team led by an experienced MEL professional.

Knowledge of Uganda’s local languages and cultures.

Capacity to design/manage ICT-based MIS systems.

Demonstrated track record with private sector, bilateral donors, and NGOs.
