Job Purpose

To provide, coordinate and review, leadership in the development and implementation of Health Sector policies, plans, programmes and strategies and in the City.

Key Duties and Responsibilities:

  • Coordinating the planning, development and implementation of Health sector policies, plans, and programmes in the City;
  • Rendering technical support supervision in Reproductive, Maternal, Newborn Child and Adolescent Health service delivery;
  • Mobilizing resources for health care services, reproductive and Child Health, and public health initiatives in the City.
  • Coordinating negotiations relating to Health Infrastructure development with Government development partners, civil society and private sector actors;
  • Developing and implement plans for creation, renewal / renovation and maintenance of health infrastructure - physical facilities and equipment in the cities;
  • Maintaining a continuous working dialogue with Divisions and lower local Governments to ensure that health infrastructure and other health Services delivery needs are identified, prioritized and addressed;
  • Coordinating, preparation and submission of departmental work plans, budgets and performance reports to the relevant authorities;
  • Supervising and appraising the staff of the department;

Person Specifications

a) Academic Qualifications:

  • An Honors Bachelor’s Degree in either medicine and surgery or biomedical sciences from a recognized institution of higher learning.
  • A Master’s Degree in any of the above fields.
  • Registered with the relevant professional body.

b) Work Experience:

  • At least nine (9) years of relevant working experience, three (3) of which should have been at the level of Principal Health Officer level in government or reputable organization.
  • Coordinating the planning, development and implementation of Health sector policies, plans, and programmes in the City;
  • Rendering technical support supervision in Reproductive, Maternal, Newborn Child and Adolescent Health service delivery;
  • Mobilizing resources for health care services, reproductive and Child Health, and public health initiatives in the City.
