- The Uganda Communications Commission (UCC) has allocated funds for procurement of Research services.
- The Uganda Communications Commission invites sealed bids from eligible districts for Consultancy services for Development of a business intelligence (BI) Strategy and KPI framework – phase I: Data Assessment and governance for Uganda Communications Commission (UCC).
- Bidding will be conducted in accordance with the Open Domestic Bidding & procedure contained in the Government of Uganda’s Public Procurement and Disposal of Public Assets Act, 2003 as amended and is open to all bidders.
- Interested bidders may obtain further information and inspect bidding documents from Uganda Communications Commission at the address given below at (a) from 8.30 hours to 17.00 hours during working days.
- The Bidding Documents in English Language may be purchased by interested bidders or the submission of a written application to the address below at (b) and upon payment of a non-refundable fee of he.100, 000 (Uganda Shillings One Hundred Thousand only). The method of payment will be to a bank account of Uganda Communication Commission at Stanbic Bank Uganda Ltd, Corporate Branch, Oceanic Towers, Kampala as follows: UCC Shs A/C No. 9020005750904.
- Bids must be delivered into physical address below at (c) at or before 12th June 2025 at 10.00am. Bids shall be accompanied by a proposal securing declaration. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at (d) at 10.15 am on 12th June 2025.
- There shall be a Pre-bid meeting 30th May 2025 at 11.00am. Microsoft Teams link will be shared with bidders that will have expressed interest in the tender.

Additional Job Description:
The Uganda Communications Commission (UCC) is seeking consultancy services to develop a comprehensive Business Intelligence (BI) Strategy and Key Performance Indicator (KPI) Framework. This initiative aims to enhance data-driven decision-making within the organization. The selected consultant will be responsible for:
- Conducting a thorough assessment of UCC’s current data infrastructure, governance policies, and BI capabilities.
- Identifying gaps and opportunities for improvement in data collection, storage, processing, and analysis.
- Developing a robust BI strategy aligned with UCC’s organizational goals and regulatory mandates.
- Designing a KPI framework to monitor and evaluate the performance of UCC’s programs and initiatives.
- Providing recommendations for data governance best practices to ensure data integrity, security, and compliance.
- Delivering training and capacity-building sessions for UCC staff to foster a data-centric culture.
The ideal consultant should have proven experience in BI strategy development, data governance, and performance measurement frameworks, preferably within the telecommunications or regulatory sectors. Familiarity with Uganda’s communications landscape and regulatory environment will be an added advantage.
