Job Summary

Lead and manage all Environment, Health & Safety activities for the client's projects in Uganda. Design, implement and sustain an EHS management system aligned with Ugandan law, Company's corporate standards and internationally accepted best practice (e.g., ISO 45001 / ISO 14001 principles). Provide operational leadership, risk control, training, incident investigation, environmental stewardship and contractor oversight to ensure safe, compliant and efficient project delivery.

1. EHS System Development, Compliance & Risk Management

  • Establish, implement, and maintain an effective EHS management system aligned with the company's standards and Ugandan regulatory requirements .
  • Conduct comprehensive risk assessments and develop mitigation strategies for all telecommunication project activities.
  • Review method statements and job safety analyses (JSAs) for high-risk activities such as tower erection, electrical works, excavation, and cable installation.
  • Ensure all sites maintain valid EHS permits, licenses, and environmental approvals as per legal and contractual obligations.
  • Develop emergency response procedures and ensure readiness for incidents such as fires, equipment failure, or environmental spills.

2. Site Supervision, Monitoring & Compliance Assurance

  • Conduct regular inspections and audits on project sites to assess safety, environmental, and health compliance.
  • Identify unsafe acts, unsafe conditions, and potential environmental risks; initiate immediate corrective and preventive actions.
  • Monitor proper use of PPE, housekeeping standards, equipment safety, and safe work procedures across all operations.
  • Evaluate subcontractor EHS performance, ensuring that all partners adhere to the company's standards and regulatory obligations.
  • Maintain detailed inspection and compliance reports for management and client submission.

3. Training, Awareness & Safety Culture Development

  • Design and deliver induction, toolbox talks, and specialized EHS training programs for staff, subcontractors, and visitors.
  • Build a proactive safety culture by promoting teamwork, communication, and accountability on all EHS matters.
  • Coordinate periodic safety campaigns, environmental awareness drives, and health promotion programs (e.g., HIV/AIDS, malaria prevention, ergonomics).
  • Organize mock emergency drills to enhance preparedness and ensure effective response during actual emergencies.

4. Incident Investigation, Emergency Response & Environmental Management

  • Serve as lead investigator for all incidents, accidents, and near-misses; perform root-cause analysis and ensure timely closure of corrective actions.
  • Prepare detailed incident and environmental breach reports for management and regulatory agencies as required.
  • Implement environmental management plans focusing on pollution prevention, waste management, spill control, and ecosystem protection.
  • Liaise with NEMA and local authorities regarding environmental compliance, EIA conditions, and audit requirements.
  • Oversee workplace health programs, including first aid, medical surveillance, noise and dust monitoring, and sanitation standards.

5. Reporting, Leadership & Continuous Improvement

  • Compile weekly and monthly EHS performance reports highlighting inspection results, incident trends, and compliance status.
  • Maintain and update EHS performance indicators (e.g., LTIFR, TRIR, environmental compliance rates) to support decision-making.
  • Provide professional advice to management on risk control, resource allocation, and policy improvement.
  • Coordinate EHS review meetings with project leadership, contractors, and clients to ensure shared understanding of safety priorities.
  • Drive continual improvement in EHS performance through innovation, behavioral safety initiatives, and proactive risk management.

Requirements

Qualifications & Experience

  • Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering or related discipline.
  • Minimum 3–7 years EHS experience preferably in telecom infrastructure, civil construction or utilities projects; experience managing multiple sites is essential.
  • Recognized professional EHS certification (NEBOSH National/International Diploma, IOSH, OSHA Lead Auditor, or equivalent) preferred.
  • Proven experience with incident investigation techniques, EHS auditing and EIA compliance.

Skills & Competencies

  • Strong leadership, influence and people-management skills; able to mentor and hold contractors accountable.
  • Excellent analytical, report-writing and presentation skills; able to translate technical EHS data into management decisions.
  • Practical knowledge of PPE, rescue, first-aid, confined-space, electrical and working-at-height controls relevant to telecom works.
  • Computer literate: MS Office; familiarity with EHS management software and basic data analysis.
  • Effective communicator in English; Chinese language skills an advantage.
  • Valid Ugandan driver’s license and willingness to travel frequently to remote/upcountry sites.

Working Conditions & Physical Demands

  • Office-based duties in Kampala combined with frequent, sometimes extended, travel to active project sites (including remote and rugged locations).
  • Field exposure to weather, heights, construction equipment, electrified sites and night/shift operations when required.
  • May require extended hours during incidents, audits or project critical phases.
