Invitation for Expression of Interest (EOI) – Equipment Services tender at Sinopec International Petroleum Service Co. (Uganda) Ltd

Sinopec International Petroleum Service Co. (Uganda) Ltd, a contractor on the Tilenga EPSCCOil and Gas Development Project, seeks to prequalify competent local contracting firms for the provision of equipment services.

1. Equipment Specifications & Quantity:

• 300T Mobile Cranes – 1 unit (including 1 operator and 4 riggers)

• 250T Mobile Cranes – 1 unit (including 1 operator and 4 riggers)

• 20T or 30T Long Reach Excavator – 1 unit (including 1 operator, Boom Length ≥ 18 meters)

• Maximum equipment age: 5 years

2. Scope of Work:

Mobile Crane: Lifting and hoisting operations for the construction of Tilenga EPSCCOil and Gas Development Project, Uganda.
Long Reach Excavator: Silt excavation work for the construction of the Tilenga Lake Water Abstraction project at lake Albert under Tilenga EPSCCOil and Gas Development Project.

3. Leasing Period:

Mobile Crane 300T and 250T: Minimum 3 months, non-continuity subject to project requirements.
Long Arm Excavator: Minimum 3 months, subject to project requirements.

Minimum Requirements for Prequalification:
Interested companies must meet the following criteria:

• Registered on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector.

• Valid certifications, including VAT registration, current bank statements, and audited financial accounts.

• Comprehensive company profile demonstrating the availability of qualified staff and equipment to execute the required work.

• Relevant work experience in similar projects within the last five (5) years.

• Crane Operators: Valid Ugandan certification, a minimum of three (3) years lifting experience, and at least one (1) year in oil/gas or petrochemical projects (preferred).

• Excavator Operators: Valid Ugandan certification, a minimum of three (3) years operating experience, and at least one (1) year in oil/gas or petrochemical projects (preferred).

• Riggers: Certified professionals with proven experience in industrial lifting operations.
