CONSULTANCY SERVICES FOR SUPERVISION OF DESIGN AND BUILD OF NATIONAL BIOSCIENCES PARK AND KEY FACILITIES IN THE 7.6 ACRE INVESTMENT PARK IN KABAROLE, YAKANAGOSI DISTRICT PROCUREMENT REFERENCE NUMBER: PR-STI-OP/CONS/25/26/00033

1. Background

The Science, Technology and Innovation Secretariat under the Office of the President is mandated to coordinate and oversee the implementation of STI policies and programs in Uganda. As part of its strategic initiatives, the Secretariat is developing the National Biosciences Park in Kabarole District to support research, development, and commercialization of biosciences innovations. The Park will host key facilities including laboratories, incubation centers, and administrative blocks.

2. Scope of Services

The consultancy services required include:

• Supervision of construction works for the National Biosciences Park and associated facilities.

• Ensuring quality control and adherence to design specifications.

• Monitoring progress and reporting to the Secretariat.

• Coordination with contractors and stakeholders to ensure timely delivery.

• Verification of contractor claims and certification of works.

3. Eligibility Requirements

Interested consultancy firms must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria shall include:

• Technical and managerial capability.

• Experience in similar assignments.

• Availability of appropriate skills among staff.

• Legal requirements including registration and tax compliance.
