Job Description:
World Vision Uganda is seeking to partner with Ministry of Agriculture, Animal Industries and Fisheries(MAAIF) to implement the Uganda Climate Smart Agricultural Transformation Project (UCSATP) in the refugee settlements in northern Uganda (Adjumani or Lamwo).
The Uganda Climate Smart Agricultural Transformation Project seeks to transform agricultural production systems among refugee and host communities through climate-smart agriculture while strengthening resilience, livelihoods and food security.
To implement this project, World Vision Uganda is prepositioning staffing needs, who will be on standby for hire, dependent on WVU being awarded the consultancy.
Purpose of the role:
The Project Manager will provide overall leadership, coordination, planning, implementation, monitoring, and reporting for the Uganda Climate Smart Agricultural Transformation Project. The position is responsible for ensuring effective delivery of project objectives aimed at enhancing climate-smart agricultural practices, food security, livelihood resilience, and sustainable agricultural productivity among target communities, including refugee and host populations.
The Project Manager will ensure project activities are delivered on time, within budget, and in compliance with donor requirements, organizational policies, and relevant government regulations.
Reports to: Response Director
Duty station: Adjumani / Lamwo
Key Result Areas:
Project Planning and Management
- Lead the overall planning, implementation, monitoring, and evaluation of project activities.
- Develop detailed project work plans, budgets, procurement plans, and implementation schedules.
- Ensure project objectives, targets, and indicators are achieved within agreed timelines.
- Coordinate project start-up, implementation, review, and close-out activities.
- Provide technical guidance on climate-smart agriculture interventions and agricultural livelihood programming.
Technical Leadership
- Support the design and implementation of climate-smart agricultural technologies and practices.
- Promote sustainable farming systems, improved crop production, soil and water conservation, and climate resilience strategies.
- Ensure integration of agricultural extension methodologies into project implementation.
- Support adoption of innovative agricultural and food security interventions among beneficiaries.
Stakeholder Engagement and Coordination
- Build and maintain strong working relationships with local government authorities, development partners, refugee settlement management structures, community leaders, and other stakeholders.
- Coordinate with implementing partners, community-based organizations, and farmer groups.
- Represent the project in coordination meetings, technical working groups, and stakeholder forums.
Refugee and Community Engagement
- Ensure effective engagement of refugee and host communities throughout project implementation.
- Promote inclusive programming that addresses the needs of vulnerable populations, women, youth, and persons with disabilities.
- Strengthen community participation and ownership of project interventions.
Monitoring, Evaluation, Accountability and Learning (MEAL)
- Oversee project monitoring systems to track progress against targets and deliverables.
- Prepare and submit high-quality narrative and technical reports.
- Analyze project performance data and recommend corrective actions where necessary.
- Document lessons learned, success stories, and best practices.
Financial and Resource Management
- Manage project budgets and ensure efficient utilization of resources.
- Monitor expenditures and ensure compliance with approved budgets.
- Work closely with finance and procurement teams to support project implementation.
- Ensure accountability and value for money in project operations.
Team Leadership and Supervision
- Supervise project staff, consultants, and field teams.
- Conduct regular performance reviews and provide coaching and mentorship.
- Foster teamwork, professionalism, and a results-oriented culture.
Compliance and Risk Management
- Ensure compliance with donor regulations, organizational policies, and government requirements.
- Identify project risks and develop mitigation measures.
- Ensure safeguarding, protection, environmental, and gender considerations are integrated into project activities.
Qualifications and Experience
Education
- Bachelor's Degree in any of the following fields: Agriculture, Food Science, Social Sciences, Agricultural Extension, Agriculture and Rural Development or related field
- Postgraduate Diploma in Project Management from a recognized institution is mandatory.
Experience
- Minimum of five (5) years' proven experience managing development or humanitarian projects.
- Demonstrated experience in implementing agriculture-related projects.
- Experience working in refugee settings, refugee-hosting communities, or humanitarian contexts is highly preferred.
- Proven experience managing donor-funded projects and multi-stakeholder partnerships.
- Experience in climate-smart agriculture, food security, livelihoods, resilience, or agricultural value chain development is an added advantage.
