Chemonics International Inc. is seeking proposals from qualified Uganda-based firms, companies, or organizations to provide technical consultancy services for the finalization and full operationalization of the Ministry of Health's National Health Product Registry (NHPR).
Project Background
The GHSC-PSM project ensures reliable supply of life-saving health commodities for U.S. Government initiatives, including PEPFAR and the President's Malaria Initiative (PMI). In Uganda, it focuses on strengthening in-country supply chains and long-term commodity availability. The NHPR is a critical national system that will standardize health product data (pharmaceuticals, laboratory items, specialized medicines, medical equipment, and related regulations) to improve procurement, inventory management, interoperability, and overall health commodity access across the country.
Key Scope of Work Highlights
This consultancy will deliver a fully functional, standards-compliant NHPR through the following core activities:
- Define and implement technical architecture and interoperability standards aligned with WHO guidelines and data governance principles.
- Develop standardized nomenclature and coding systems for all health product categories (pharmaceuticals, laboratory, specialized medicines, medical equipment).
- Map existing product lists to National Medical Stores (NMS) and Joint Medical Store (JMS) codes.
- Establish inclusion/exclusion criteria, Standard Operating Procedures (SOPs), and governance frameworks.
- Conduct comprehensive quality assurance (QA), system testing, and User Acceptance Testing (UAT).
- Facilitate stakeholder workshops, capacity building, and targeted training for system users (MoH, NMS, JMS, and other key partners).
- Ensure full compliance with Ugandan regulations, DoS requirements, and international best practices.
