Job Description
The Technical Advisor, Health Entrepreneurship (TA/HE) is a pivotal technical leader responsible for advancing menstrual health and hygiene (MHH) while simultaneously fostering entrepreneurial opportunities and sustainable market systems for MHH products. Positioned within the Periods to Prosperity Project, the Technical Advisor’s mandate extends beyond health promotion to encompass market creation, business development, and economic empowerment for women and girls. This dual focus of health and entrepreneurship ensures that menstrual health interventions are not only socially trans-formative but also economically viable, scalable, and sustainable.
The TA/HE role is designed to bridge the gap between health equity and economic opportunity. By addressing the challenges women face in managing menstruation at workplaces, the Advisor ensures dignity, safety, and access to essential resources. These interventions directly contribute to improved productivity, enhanced workplace participation, and better economic outcomes. The entrepreneurial lens of the role emphasizes innovation in market strategies, creation of demand, and strengthening of supply chains for menstrual health products, thereby positioning MHH as both a public health priority and a viable business sector.
The TA/HE role is strategically positioned to transform menstrual health from a purely health-focused intervention into a driver of economic empowerment. By applying an entrepreneurial lens, the Advisor ensures that menstrual health products are not only accessible but also embedded within sustainable market systems. JOB RESPONSIBILITY 1: Technical Leadership, in Health Entrepreneurship- 30%
- Serve as technical expert on menstrual health and hygiene, providing guidance on best practices, product standards, and workplace interventions.
- Lead the design and implementation of strategies that integrate menstrual health into workplace policies, ensuring women can manage menstruation with dignity and safety.
- Champion innovative approaches that link health interventions to entrepreneurial opportunities, such as local production, distribution, and marketing of MHH products.
- Support business development initiatives, including program design and funding proposal writing, with a focus on market-based solutions.
- Ensure efficient and effective implementation of project activities in alignment with CARE’s values and policies. Lead Monitoring, Evaluation, and Learning (MEAL) processes to deliver timely, high-quality planning, reporting, accountability, and documentation of promising practices and innovations.
JOB RESPONSIBILITY 2: Enterprise and Market Development- 20%
- Initiate and drive innovative and scalable market models and strategies for MHH products, ensuring sustainability and income generation for women and communities.
- Strengthen market linkages by connecting producers, distributors, and consumers, fostering inclusive value chains that prioritize affordability, accessibility, and quality.
- Collaborate with private sector actors to stimulate demand, improve product availability, and expand distribution networks across Jinja, Kamuli, and Mayuge districts.
- Explore opportunities for market startup- community kiosks, social enterprises, and partners to participate in MHH product markets, thereby embedding entrepreneurship into health solutions.
JOB RESPONSIBILITY 3: Oversight of Partner-led Program Delivery-30%
- Provide technical support and supervision to implementing partners, ensuring alignment with project goals and standards as well as effective coordination and accountability.
- Build the capacity of partners on menstrual health, hygiene practices, and entrepreneurial approaches to product development and distribution.
- Oversee quality assurance processes for MHH products and workplace facilities, ensuring compliance with health and safety standards
- Mentor partners to adopt business models that enhance sustainability, profitability, and scalability of menstrual health interventions.
- Oversee and quality assurance of program and budget planning, execution and reporting.
JOB RESPONSIBILITY 4: Collaboration and Stakeholder Engagement -15%
- Collaborate with workplace management, district and city leadership, and CARE’s technical teams to embed menstrual health into organizational and community structures.
- Collaborate with other Advisors, particularly in Market Inclusion and Sexual and Reproductive Health (SRH), to ensure integrated programming that combines health, entrepreneurship, and gender equality.
- Represent CARE proactively at district and national coordination platforms for Adolescent Sexual and Reproductive Health (ASRH), advocating for policies that support both health and market development.
- Maintain strong working relationships with line ministries—Health; Gender, Labour and Social Development; and Local Government—ensuring alignment with national priorities and frameworks.

Qualification/ Education/ Training
Required:
- A postgraduate/specialized training in entrepreneurship, market development, or social enterprise is highly a Must.
Desired:
- An advanced degree in Public Health, Social Sciences, Business Administration, Development Studies, or related field.
Experience/ Technical Skills
Required:
- Seven (7) years of experience in health programming, with a focus on menstrual health and hygiene (MHH) or sexual and reproductive health (SRH) and public health
- Proven track record in market creation, applied economics skills, business development, and value chain strengthening for health-related products.
- Experience working with private sector health actors, NGOs, government institutions, and community-based organizations.
- Demonstrated ability to design and implement sustainable, market-driven interventions in low-resource settings. Ability to integrate health interventions with entrepreneurial and economic empowerment strategies.
- Strong working knowledge of M&E, report writing, documentation and branding.
- Strong stakeholder engagement skills with public and private health sectors -ministries, local governments, and communities.
- Excellent communication, facilitation, and representation skills at district and national platforms.
