Background
BPUL is looking to recruit a suitable candidate for the position below:
The Telematics Officer is the eyes and ears of the transport operation, responsible for the real-time monitoring, analysis, and reporting of all fleet activity using GPS tracking and telematics platforms. Reporting directly to the Fleet Coordinator, this officer ensures that every vehicle in the heavy goods fleet — including 10T to 20T ordinary and reefer trucks — is tracked, compliant, and operated in accordance with company standards and Ugandan traffic regulations.
The role is primarily data-driven: the Telematics Officer interprets vehicle tracking data, driver behavior scores, fuel consumption telemetry, geofence alerts, and trip logs to generate actionable intelligence for the Fleet Coordinator and Transport Manager. By translating raw telematics data into meaningful operational insights, this officer plays a critical role in reducing accidents, curbing fuel theft, improving driver discipline, and maximizing fleet efficiency.
This is a specialist technical role requiring a high degree of accuracy, analytical ability, and integrity. The Telematics Officer does not manage drivers directly but is the authoritative source of fleet performance data within the organization.

Qualifications
- Minimum Academic Qualifications:
- Uganda Certificate of Education (UCE) – O-Level (compulsory baseline).
- Uganda Advanced Certificate of Education (UACE) – A-Level or equivalent technical qualification.
- Diploma in Information Technology, Computer Science, Electronics, Logistics & Supply Chain Management, or a related field from a recognized Ugandan institution (e.g., Makerere University, Uganda Management Institute (UMI), Makerere University Business School (MUBS), NITA-accredited colleges, or Uganda Technical Colleges).
- A bachelor’s degree in information technology, Computer Science, Transport Management, or a related field is an added advantage.
- Professional / Technical Training (Preferred):
- Certification or training in GPS/telematics systems administration.
- Certificate or training in Fleet Management from a recognized body such as the Chartered Institute of Logistics and Transport (CILT Uganda) or equivalent.
- Data analysis training — Microsoft Excel (advanced), Power BI, or equivalent reporting tools
- Training in Road Safety Management, Driver Behaviour Analysis, or Defensive Driving Monitoring principles.
- Cold-chain monitoring awareness training is an added advantage given the reefer trucks in the fleet.
- Knowledge of Uganda Traffic and Road Safety Act requirements to contextualize speed limits, driving hour regulations, and compliance thresholds.
- Computer literacy: proficiency in Microsoft Office Suite (Excel, Word, Outlook) is mandatory
Experience
- At least 2–3 years of experience in a telematics monitoring, fleet tracking, transport operations, or data analysis role.
- Hands-on experience operating a GPS/telematics platform in a transport, logistics, or related industry environment.
- Prior experience in a heavy transport, FMCG, agro-processing, or cold-chain logistics environment is an advantage.
- Demonstrated experience producing operational reports and data summaries for management audiences.
Skills
- Proficiency in operating GPS fleet tracking and telematics software platforms.
- Advanced Microsoft Excel skills: pivot tables,
* Monitor the live GPS tracking dashboard continuously during operational hours, tracking the position, speed, and status of all vehicles in the fleet. * Identify and immediately escalate critical alerts including speeding, geofence breaches, unauthorized stops, route deviations, and vehicle immobilization. * Maintain an accurate real-time log of vehicle movements, distinguishing between in-transit, loaded, empty, parked, and breakdown states. * Monitor reefer truck temperature telemetry data to ensure cold-chain compliance and escalate temperature excursions immediately. * Track and record key driver behaviour metrics: speeding, harsh braking, harsh acceleration, sharp cornering, excessive idling, and seatbelt non-compliance (where system-enabled). * Produce daily and weekly driver behaviour scorecards and submit them to the Fleet Coordinator for performance management and coaching actions. * Identify repeat offenders and trend patterns; provide data to support disciplinary processes or commendations as appropriate. * Maintain a driver’s behaviour history database to track improvement or deterioration over time. * Reconcile all completed trips against dispatch records, verifying departure times, arrival times, routes taken, and stops made. * Investigate and report any unscheduled stops, off-route deviations, or unauthorized detours. * Set up and maintain geofences for key locations including depots, customer delivery points, fuel stations, and restricted zones. * Flag and report any geofence breaches — particularly fuel station stops not aligned with fuel allocation records, which may indicate fuel pilferage. * Monitor fuel level telemetry (where available) and cross-reference fuel consumption data against mileage, load, and route profiles. * Identify fuel consumption anomalies, sudden fuel-level drops, or consumption figures inconsistent with trip parameters — potential indicators of siphoning or fraud. * Produce weekly fuel variance reports and share findings with the Fleet Coordinator and Transport Manager. * Ensure all telematics devices (GPS units, sensors, cameras where installed) across the fleet are active, online, and transmitting accurately. * Report device faults, signal outages, or data gaps to the telematics vendor and track resolution to closure. * Maintain an up-to-date telematics device register, mapping each unit to its assigned vehicle and tracking installation, replacement, and calibration history. * Manage system user access, vehicle profiles, and alert configuration settings within the telematics platform. * Produce and distribute daily fleet status reports, weekly driver behaviour summaries, and monthly fleet performance dashboards. * Maintain a comprehensive digital archive of all telematics reports, alerts, and escalation records. * Provide ad-hoc data extracts and analysis upon request from the Fleet Coordinator, Transport Manager, or Operations Director. * Support accident investigations by retrieving and presenting pre- and post-incident telematics data (speed, GPS trail, braking events). * Ensure data integrity and confidentiality in the storage, handling, and distribution of all fleet monitoring data. * Share telematics-based performance data with the Fleet Coordinator to inform driver induction, refresher training, and targeted coaching. * Assist in presenting data-driven feedback to drivers in toolbox talks or performance review sessions, where requested. * Track and report on post-training behaviour improvement using before-and-after telematics data comparisons.
