Terms Of Reference For Hiring A Consultant To Support On Supervision Of Community Road Works And Maintenance Under Commonground Project In Kigezi tender job

1.0: Background

During development of Community PIPs in the 12 1ST Cohort communities in Kigezi under CommonGround project, community members and local leaders identified poor road network as one of the most press problems. The need to have their roads worked on is clearly represented in their Final community PIPs which were finalized in Kigezi.

As a result, 10 community access roads were prioritized and with collaboration with DLGs bill of quantities were developed and approved. There is need to source for external assistance to take lead in supervision of the road works and maintenance in Kigezi region.

1.1: Objective

1. To hire a consultant to take lead in preparatory stages and supervision of the road works and maintenance in Kigezi.

• A consultant with the right skill set hired to support supervision of the road works and maintenance in Kigezi

2.0: Terms of Reference for the consultant

Task description

• Review and guide on assessment reports and Bill of Quantities from the districts of Kisoro, Rubanda and Kabale districts

• Guide on the overall procurement process/approach of roads items, materials and services as specified in the Bill of Quantities developed by respective District Engineers

• Work together with CG staff and district Engineers for respective districts to execute road maintenance and works on the 10 prioritized roads

• Conduct field visits to ascertain actual requirements for the roads and advise accordingly

• Supervise, manage all works on behalf of CommonGround project demonstrating high level of

  professionalism

• Sharing weekly and monthly progress reports on roads works progress, challenges, lessons and recommendations

• Participate in the Evaluation of procurement bids from potential service provides on road works

• Guide and advise on how we manage the co-funding (in-kind or cash) from the districts, town councils, and sub-counties.

Key deliverables

• Review report for assessed reports and revised bill of quantities with recommendations

• Monthly field reports on progress, challenges, lessons and recommendations.

• 10 community access roads worked on to completion in Kigezi

3.1 Qualifications

1. Msc in Civil Engineering

2. Experience in road maintenance and works for 5 years especially community access roads

3. Willingness to work in rural areas in the regions of Rwenzori, Kigezi and Elgon

4. Certified with Uganda Institution of Professional Engineers (UIPE) is an added advantage

3.2 Duration of the activities

• This will be for a period of four (4) months (July to October 2025) for 10 roads in the Kigezi region
