Consultancy Overview:

Assignment: Design and Develop a National Digital Youth Feedback Platform for Engagement with Local Governments.

Location: Kampala

Project Duration: April 2025 – December 2027.
Assignment Duration: 3 Months

Preferred Start Date: Start 2nd March 2026 

Preferred End Date: 2nd  June 2026

 

Project Background

The Promoting Youth Inclusion in Governance and Decision-Making Processes (YIGA) project is a three-year initiative (2025–2027) implemented under the broader PACER program. YIGA seeks to strengthen youth-responsive governance and improve public service delivery by enhancing youth participation in local decision-making and accountability processes across six districts in the Karamoja sub-region.

YIGA is built on the evidence that inclusive governance, particularly youth engagement can lead to improved public policies, stronger service delivery systems, and enhanced civic responsibility. The project addresses these issues through two mutually reinforcing outcomes:

  • Outcome 1: Strengthened youth civic competence building the knowledge, skills, and awareness of young people to effectively engage in governance and accountability processes.
  • Outcome 2: Enhanced capacity and responsiveness of local governments and community structures to address youth priorities and ensure inclusive, timely, and accountable service delivery.

 

Purpose of the Consultancy

Restless Development, through the Promoting Youth Inclusion in Governance and Accountability (YIGA) Project with financial support from the Royal Danish Embassy under the Partners for Accountability, Civic engagement and Rights (PACER) Programme, seeks to establish a centralized national digital feedback platform that enables youth to gather, submit, and share periodic feedback with local governments. The platform will aggregate data from multiple regions, analyze trends, and generate evidence to inform youth-led advocacy, policy dialogue, and decision-making at both local and national levels.

The platform must be inclusive, youth-friendly, and accessible through smartphones, web browsers, and feature phones, including integration with a toll-free or subsidized short code (USSD/SMS/IVR) to ensure participation by youth with limited or no internet access.
