Background

Soroti University is a Public University in Uganda located in Soroti City, Eastern Uganda Seven (7) kilometres along Soroti-Moroto Road. The University Secretary hereby invites applications from suitably qualified persons to fill the vacant posts listed below that exist in the University:

PURPOSE OF THE JOB

To be responsible for financial administration, planning and investments and resource mobilisation and maintain accounts in a form determined by the University Council.

PERSON SPECIFICATIONS

  • Should have a Master’s degree in Accounting and Finance or MBA (Finance or Accounting or Accounting and Finance) from a recognised University.
  • An Honors Bachelor of Science in Finance and Accounting or Bachelor of Commerce (Accounting) or Bachelor of Business Administration (Accounting)
  • Should have full professional accounting qualification such as CPA or CIA.
  • Should be a Member of Institute of Certified Public Accountants of Uganda (ICPAU) or Certified Institute of Internal Auditor.
  • Should have a minimum of eight (8) years working experience in a Public Institution in financial management in a reputable organization, three (3) of which should have been at a Principal level and above in the arear of Accounting Auditing and Finance.
  • Should have high integrity with excellent communication, leadership and people skills.
  • Should be computer literate, with good working knowledge of standard office documentation software and with demonstrable knowledge and skills in computerised Financial Management systems and packages.
  • Should have the ability to initiate and institute measures to enforce prudent financial management and proper use and accountability of the University’s fiscal resources.

DUTIES AND RESPONSIBILITIES

  • To Develop and formulate strategic financial plans and budgets for the University outlining projected revenue sources, expenditure and measures to be taken to control costs.
  • To coordinate and support the preparation, consolidation of University budgets and work plans and monitoring their implementation.
  • To oversee management of income, expenditure and stores of the University.
  • To direct the preparation and submits monthly, quarterly, annual and final financial reports in accordance with the law and University policies or as required by Management or Council.
  • To develop and institutes accounting, accountability and risk management systems for resources and assets of the University in accordance with University policy, regulations and the law.
  • To promote and enforce adherence to financial policy, regulatory framework including standards of professional practice.
  • To support the conduct of audits and prepares timely responses to audit queries and mandatory inquiries whenever necessary.
  • To provide technical support and guidance to Top Management and Council on financial matters including policy proposals, funding priorities, investment, resource mobilization and improvements to financial management systems.
  • To coordinate the disbursement and accountability for University funds including donor funds.
  • To prepare revenue forecasts and initiates investment and resource mobilization strategies.
  • To effect the timely payment for goods and services.
  • To oversee the proper management of the Assets Register.
  • To set performance targets, supervises and appraises staff of the Office.

KEY OUTPUTS

  • Strategic plans and budgets prepared.
  • University budgets and work plans prepared, consolidated and implementation monitored.
  • Income, expenditure and stores of the University properly managed.
  • Monthly, quarterly, annual and final financial reports prepared and submitted.
  • Accounting, accountability and risk management systems developed and implemented.
  • Awareness and compliance to financial policy, regulatory framework including standards of professional practice promoted and enforced.
  • Conduct of audits supported and responses to audit queries and mandatory inquiries prepared.
  • Technical support and guidance on financial matters provided.
  • Disbursement and accountability for donor funds coordinated.
  • Revenue forecasts prepared and investment proposals developed.
  • Procurement/ disposal process and timely payment for goods, works and services facilitated.
  • Performance targets set and staff of the Office supervised and appraised.
