Dr. Mutende was born on February 26th 1962.
He completed UACE at Busoga College Mwiri, in 1983 after which he was admitted to study veterinary medicine at Makerere University in1984.
In 1999 he was awarded a Masters in Business Administration and in 2005 he received a Phd in economics from New School University in New York.
Between 1989 and 1994, he worked as branch manager Uganda Commercial Bank then later at the investment office at Uganda Investment Authority until 2009.
Dr. Mutende was appointed State Minister for Trade & Technology in 2011.
