New Cities will have to wait to go full blown!

As it stands there is no law to enable the cities allowed to operate fully in this financial year.

The new cities include; Arua, Jinja, Gulu, Mbarara, Fort Portal, Mbale and Masaka.

The minister of state for finance and economic planning, David Bahati moved a motion in Parliament during Plenary to authorise the re-allocation of funds for the operation of cities and Terego district.

However, legislators queried Bahati’s motion seeking to re-allocate funds approved during the budgeting process.

Speaker Rebecca Kadaga advised the minister to present a law to establish the new cities in the country.

Kadaga then ruled that the motion for resolution of Parliament authorising @mofpedU to reallocate funds for the operation of cities and Terego District is improperly before the House.

She directed Bahati to reconsider the matter by taking it to the Finance Committee.

Kadaga said: “The Minister cannot amend the Appropriation Act by a motion but by a proper amendment bill.”
