Gen. Muhoozi Kainerugaba, the Chief of Defence Forces (CDF ) has issued a stern warning that anyone who shows up at his door with legal summons over the Kizza Besigye case will be arrested.

The dramatic statement comes just hours after former Lord Mayor Erias Lukwago was taken away by armed men in military style uniforms after storming his home and whisking him to an unknown place.

This was shortly after Lukwago allegedly posted that his home was surrounded by “two drones,”

Lukwago’s wife claims the operatives could have been attached to the Special Forces Command (SFC), although this remains unverified. Locals reportedly observed a heavy security presence around the home as early as 5am on Monday for hours before the raid.

At around 10am, Lukwago is said to have posted on his social media accounts that “two drones have sealed off my home with security operatives hovering around,”

The posts immediately triggered outrage among political allies.

Lukwago’s comrades under the People’s Front for Freedom (PFF) hit back online, claiming the incident is linked to a human rights application filed last week against the CDF.

PFF leader Ssemujju Nganda posted that Lukwago’s home had been surrounded by soldiers allegedly to block him from serving Gen. Muhoozi Kainerugaba with court papers relating to the alleged kidnapping of Dr Kizza Besigye from Kenya.

Gen. Muhoozi Kainerugaba responded: “Please serve the papers and I’ll arrest both you and whoever serves them,”

The People’s Front for Freedom also published a court application filed in the High Court of Uganda at Kampala, Criminal Division, Miscellaneous Application No. 0227 of 2026, arising from Criminal Session Case No. 335 of 2025.

The application lists Dr Kizza Besigye and Hajji Obeid Lutale as applicants, while naming Gen. Muhoozi Kainerugaba, senior military officers, and the Attorney General as respondents. It is brought under multiple constitutional provisions, including Articles 20, 28, 29, 42, 44, 45, 50, 126, 129 and 139 of the Constitution, alongside provisions of the Human Rights (Enforcement) Act, Judicature Act, and Prevention and Prohibition of Torture Act.

The motion seeks declarations that the trial and indictment of Besigye and Lutale are unconstitutional, that the alleged abduction from Nairobi, Kenya was unlawful and amounted to extraordinary rendition, and that public statements allegedly made by the 1st respondent threatening violence, torture and execution violate fair trial rights and due process.

Gen. Muhoozi Kainerugaba reiterated that he would “hang Kizza Besigye the first chance he gets,” accusing him of targeting his father and insisting he would not escape punishment.

Lukwago’s whereabouts remain unknown, with no security agency confirming responsibility for the alleged raid and no official explanation issued, deepening national uncertainty over what exactly unfolded at his home.
