OVERVIEW:
TUMAINI for Refugee Women (TRW) is a voluntary, non-profit, refugee-led and women-led organization committed to preventing and responding to genderbased violence (GBV) in displacement settings. TRW ensures access to critical services for refugee women, girls and children through integrated programs in gender-based violence prevention, child protection, mental health and psychosocial support (MHPSS), life skills training, and livelihood empowerment. Founded in 2018 by refugee women in Nakivale Refugee Settlement, TUMAINI was established in response to the heightened vulnerabilities of women and girls, including exposure to early and forced marriage, sexual exploitation, and other forms of abuse driven by poverty and displacement-related challenges. TRW was created to provide protective spaces and life-transforming opportunities for women and girls, especially those at risk of adopting harmful coping mechanisms. Since its inception, TRW has worked closely with both refugee and host communities to empower women and girls, promote gender equality, safeguard children’s rights, and support psychosocial well-being. The organization is also engaged in peace building and social cohesion initiatives aimed at fostering resilience and restoring dignity in refugee communities. TUMAINI for Refugee Women (TRW) is seeking a compassionate and skilled MEAL Assistant to join our team and support the effective implementation of the Play Matters Project, delivered in partnership with War Child Alliance. The Play Matters project is a bold, multi-country education initiative that improves learning and well-being for children impacted by displacement and trauma. The project shall be implemented by using Play-based learning approaches, training educators, engaging parents, and creating context-specific, childfriendly learning environments. It shall be implemented in Nakivale Refugee Settlement in Isingiro district.
Key Responsibilities.
Monitoring and Data Management;
- Take the lead in tracking project indicators, ensuring all data collection activities align with Play Matters standard operating procedures.
- Maintain and update the overall indicator results frameworks for the Play Matters project under TRW.
- Develop Monitoring & Evaluation (M&E) plans for the project and ensure the same is followed up during implementation.
- Ensure the availability of work-plan and performance management plan (PMP), regularly reviewing and updating as needed.
- Carry out regular data quality assessments/audits for MEAL data based on agreed indicators to guide decision making under the Play Matters project interventions.
- Provide alert to the respective staff on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
- Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in the Play Matters implementation as part of ensuring accountability according to SADD (Sex, Age, and Disability Disaggregated Data) framework.
Data Quality Assurance;
- Conduct regular data quality assessments (DQAs) to ensure accuracy, consistency, and completeness of project data across all implementation sites.
Accountability;
- Support the rollout and maintenance of feedback and complaints mechanisms, ensuring vulnerable groups especially children and caregivers have safe accessible channels to report.
Learning and Evaluation;
- Facilitate reflection sessions, document best practices, and share lessons learned with the wider program team to refine and improve play-based interventions.
- Share learning and provide constructive comments to colleagues in order to ensure program quality.
Capacity Building;
- Provide technical support and training to project staff and community facilitators on data collection tools and accountability protocols.
- Ensure (SADD), Accountability and Gender standards are consistently adhered in program delivery.
- Keep abreast of new approaches and tools on MEAL and provide training to TRW staff as requested.
- Enable staff to monitor and evaluate their own efforts, gather relevant data and produce required progress reports.
Qualifications and Experience;
Education;
- Bachelor’s degree in Statistics, Diploma in Monitoring and Evaluation(M&E), Demography, Social sciences, Development studies, or related field.
- Minimum of 2 years of progressively responsible experience in MEAL work, preferably with NGOs in humanitarian or development sector.
Skills and Competences:
- Strong proficiency in using data management software (e.g,, Kobo Toolbox, ODK, SPSS, STATA and others) and experience in database management.
- Strong knowledge of MEAL methodologies, tools, and best practices.
- Proven experience in designing and implementing reporting frameworks and tools.
- Strong interpersonal and communication skills, with the ability to work effectively with diverse colleagues, partners and stakeholders.
- Proficiency in data visualization tools and techniques to present data effectively.
- Strong organizational skills and efficiency in managing information and processes.
- Fluent in English; knowledge of additional languages like Kiswahili, Kinyarwanda, Somali is an asset.
- Ability to analyze data and trends to inform decision-making and program improvement.
- High level of accuracy and attention to detail in all aspects of work.
- Ability to adapt to changing priorities and work effectively in a fast-paced environment.
- Strong problem solving skills, with the ability to identify issues and develop practical solutions.
- Ability to analyze quantitative and qualitative data and manipulate into coherent reports.
- Ability to actively listen and engage with stakeholders at varying levels, from varying backgrounds and a range of political, cultural and value orientations.
- Effective time management and organizational skills including the ability to manage a significant workload with competing priorities.
