About AEC
The Atomic Energy Council (AEC) is a statutory body established under the Atomic Energy Act, Cap. 154 to regulate the peaceful applications of ionizing radiation and nuclear energy in Uganda. Its role is to protect workers, the public, and the environment from harmful effects of radiation.
Position: Secretary and Chief Executive Officer
- Duty Station: AEC Headquarters, Kampala
- Reports to: Chairperson, Atomic Energy Council
- Terms of Appointment: Contract (5 years, renewable twice based on performance)
Job Purpose
The Secretary and Chief Executive Officer will be responsible for:
- Day-to-day operations and administration of the Council
- Implementation of Council policies and programmes
- Reporting to the Council
- Management of funds and property
- Organization and control of staff
- Any other duties assigned by the Council
Person Specifications
(a) Academic Qualifications
Applicants must have:
- A Master’s Degree in:
- Nuclear Science
- Nuclear Safety
- Nuclear Security
- Radiation Protection
- Physics
- Nuclear Engineering
- Environmental Physical Science
- Or related field
- An Honours Bachelor’s Degree in:
- Physics
- Nuclear Physics
- Nuclear Engineering
- Radiation Physics
- Mechanical/Electrical/Civil Engineering
- Environmental Physical Sciences
- Additional qualifications in Law or Public Administration are an added advantage
(b) Working Experience
- Minimum 10 years of relevant professional experience
- At least 5 years at senior management level
- Experience in:
- Regulatory oversight
- Public administration
- Nuclear science
- Radiation safety
- National or international nuclear regulatory frameworks
- Strategic institutional management
(c) Competencies and Skills
- Strategic leadership and decision-making
- High integrity and professionalism
- Policy formulation and implementation
- Communication and stakeholder engagement
- Knowledge of public sector governance
- Financial and administrative management
- Ability to work in a regulated environment
- Strong understanding of radiation safety
- Knowledge of IAEA Safety Standards
- Skills in inspection, authorization, and enforcement
Integrity and Ethical Requirements
Applicants must:
- Be of high moral character and proven integrity
- Comply with the Leadership Code Act (declare income, assets, liabilities)
- Understand public procurement laws
- Have no criminal record involving dishonesty or corruption
- Comply with government regulations and codes of conduct
Age Requirement
- Preferably between 35 and 55 years
